Job Description:
This position will require providing capital planning and investment control (CPIC) and strategic planning support within the Office of the Chief Information Officer (OCIO) of a Federal Department.
Job responsibilities include:
-Serving as a Capital Planning and Investment Control (CPIC) support person and thought leader for the Department's senior leadership;
-Provide Project Management Professional (PMP) best practices techniques and advice in support of the client's IT portfolio investments, and develop standardized procedures;
-Support the integration of the Department's CPIC and Enterprise Architecture Programs;
-Perform business analysis and capital planning duties associated with the Capital Planning and Investment Control (CPIC) process in satisfying OMB A-11 Requirements in alignment with the GAO ITIM;
-Provide consultation services for the client's IT investments through the CPIC phases;
-Prepare, submit, and maintain Exhibit 300 documentation for individual IT investments
-Prepare and submit the Department's budget request to OMB;
-Respond to budget/IT portfolio data calls from OMB and GAO;
-Prepare and maintain Exhibit 53's;
-Assist Government and other contractor personnel in the preparation, submission, and maintenance of project documentation required by the Exhibit 300 process (Alternatives -Analysis, Risk Management Plan, etc.)
-Assist Government and other contractor personnel in the collection and presentation of planned versus actual spending and planned versus actual schedule performance figures
-Continuing the improvement of CPIC practices
-Develop and present CPIC training.
The ideal candidate will possess the following qualifications:
-A minimum of 10 years of related experience at a Federal Department-level -Experience with the federal CPIC process
-Experience developing and reviewing OMB 300 business cases
-Understanding of the full federal appropriations cycle
-Knowledge of and experience with budget and performance integration.
-Strong quantitative skills and comfort working with, analyzing, and synthesizing budget and program data
-Strong planning and organizational skills
-Excellent written and verbal communication skills
-Solid computer skills with Microsoft applications, particularly MS Excel
-Experience with government agency budget and accounting databases/systems and software, particularly for OMB 300 development
-Ability to work collaboratively and cohesively in a team environment
-Ability to coordinate diverse stakeholders
