Ray Chapman is an Earned Value Project Management Specialist Master with over twenty years of program and project management experience, primarily in Information Technology systems implementation. Ray has participated in multiple large financial system implementations including those for a major university, two state treasury departments and a state unemployment agency. Ray’s first professional exposure to earned value principles came as a senior consultant on a financial system implementation for a state treasury department when he was given the responsibility for tracking the project’s performance and providing the project manager with performance status and metrics for steering committee updates. Ray is a certified Project Management Professional (PMP) and one of a very few certified Earned Value Professionals (EVP). The EVP is the only EVM Certification accredited by the Council of Engineering and Scientific Specialty Boards (CESB) and the International Cost Engineering Council (ICEC). The EVP has also been cited by the Government Accountability Office in its Cost Estimating and Assessment Guide as certification for the types of earned value management experience and skills needed for effective federal agency capital program management.
