| One of the Federal CPIC Forum’s key contributions has been the development and implementation of the Capital Planning Professional Certificate. In 2010 we will implement the certification process. This is to ensure that a standard of excellence is available for Capital Planning and Investment Control specialists. One benefit of the Capital Planning Professional Certificate is that when recruiting CPIC professionals, companies are hiring those who meet the Forum’s CPP standards with regard to knowledge, skills and experience. An additional benefit of the Capital Planning Professional Certificate is the access to expertly-developed training curriculum, texts, tests and instructors. Instructors are publicly and privately available through our alliances with government and industry training partners. The Federal CPIC Forum is the Patent-Pending Owner of the Capital Planning Professional Intellectual Property Rights.
ESI International, Federal Concierge LLC and Government Training, Inc. are presently approved to offer Forum-Approved Capital Planning and Investment Control Courses that are eligible for Capital Planning Professional (CPP) certification credit. Additional training venues will be considered based upon submitting materials for review and certification and any appropriate licensing requirements. Government Horizons training provided prior to 2009 through Federal Concierge LLC, will be accepted only with a signed CPP-certified instructor certificate that remains eligible for grandfathering credit. We will review the submitted certificates to determine if the certificate is authentic upon submitting a CPP Grandfathering Application.
Government Horizons CPIC courses taught by non-certified instructors, using non-certified materials and/ or taught presently are ineligible for CPP credit. Government Horizons is not an authorized CPP vendor, having lost their eligibility in 2009. Government Horizons has formally been issued a “Cease and Decist” notice by the attorney of Intellectual Property holders for continuing to advertise CPP eligibility and for repeated violations. Government Horizons and GSA have been notified that their eligibility for delivery of certified courses has been withdrawn.

Capital Planning and Investment Control (CPIC) is a structured, integrated approach to managing information technology (IT) investments. It is the primary process for making investment decisions, assessing investment process effectiveness, and refining investment related policies and procedures. It ensures that all IT investments align with the agency’s mission and support business needs while minimizing risks and maximizing returns through the investment’s lifecycle.
CPIC is mandated by the Clinger-Cohen Act which requires government agencies to use a disciplined process to acquire, use, maintain and dispose of information technology (IT). CPIC relies on a systematic approach to IT investment management in three distinct phases: Select, Control and On-Going Evaluation, to ensure each investment’s objectives support the business and mission needs of the Agency. |
